In July 2026, the Public Services Regulatory Commission (PSRC) of Armenia and Greece’s Regulatory Authority for Energy, Waste and Water (RAAEY) signed a Memorandum of Understanding aimed at strengthening cooperation in the energy and water sectors, with a particular focus on water regulation and the exchange of regulatory expertise. During the signing ceremony, Mr Mesrop Mesropyan, Chairman of the Armenian regulator, highlighted water regulation as a key area for future collaboration, while Prof Konstantinos Tsimaras, President of RAAEY, emphasized the importance of knowledge sharing and the development of a long-term partnership between the two authorities.

The agreement holds particular importance for the international water regulatory community, as both PSRC and RAAEY are members of the Water European Regulators’ Association (WAREG). The MoU reflects the WAREG values of cooperation, peer learning and capacity building, while creating new opportunities for the exchange of regulatory experience and best practices in the water sector. Through this bilateral initiative, the two authorities further strengthen the network of collaboration among WAREG members and contribute to the promotion of effective, transparent and resilient water governance across Europe and neighbouring regions.

The cooperation is expected to pave the way for practical joint activities, expert exchanges and technical dialogue, demonstrating how partnerships between WAREG members can contribute to stronger regulatory frameworks and improved water sector governance for the benefit of consumers and service providers alike.
