- Contract & compensations: seconded expert from a WAREG Member. The “seconding” authority remains responsible for basic salary, social security and insurance of the seconded expert. Any travelling expenditures for WAREG meetings will be covered.

1. Context
WAREG-European Water Regulators is the association of national and regional public authorities that hold monitoring and/or decision-making responsibilities on price-setting, quality standards and customers’ protection in the drinking water and wastewater sector, in Europe. Established in 2014 on the initiative of a group of sector authorities, today it is formed by 24 Members and 10 Observers. WAREG’s legal office is hosted by ARERA, the Italian Regulatory Authority for Energy, Networks and Environment, in Milan (Italy), and its institutional office is hosted by BRUGEL, the energy market regulator for the Brussels-Capital Region, in Brussels (Belgium).
The main objectives of WAREG are the cooperation between its Members, the exchange of information and of best regulatory practices and the promotion of transparent and stable rules that are compatible with relevant EU Directives and Regulations. WAREG actively promotes the role of economic regulation among European Institutions and stakeholder associations, as well as among international organizations and the broader research community in the water sector area. Additionally, WAREG is a permanent platform to exchange know-how, collect data and disseminate expertise by means of surveys, reports and specialised training sessions. WAREG holds institutional relations with the European Commission, the European Parliament, the Organisation for Economic Cooperation and Development, the World Bank, the European Investment Bank, and with stakeholder associations.
WAREG’s strategy is defined by the Board, composed of a President and four Vice-Presidents, and it is implemented by the Secretariat, composed of a team of national experts lead by the Italian regulator ARERA. Under the coordination of its Head, the Secretariat has the following main duties:
- Support the Board, the Members and the ad hoc Task Forces in the implementation of the Association’s Work Program;
- supervise and contribute to the preparation of studies and recommendations developed by WAREG Task Forces;
- ensure overall coherence of WAREG messages through the drafting of strategic documents, speeches, presentations and statements delivered by the President or by any Board Member on behalf of WAREG;
- conceive and organize the capacity-building activities for Members;
- manage the accounting, logistical and administrative aspects of the Association.

2. Job description
WAREG is seeking a skilled regulatory analyst to develop research activities and institutional relations with EU Institutions, International Organizations and relevant stakeholders (i.e. European and national associations, academics, journalists, etc.) in the drinking water and wastewater sector.
The successful candidate will be based in Brussels, at the WAREG’s institutional office by BRUGEL, the regulator of Brussels region, under the supervision of the Head of Secretarit. Smart working is allowed. Main responsibilities include, but are not limited to:
- Promote the role of regulators by EU institutions and consolidate WAREG’s institutional network by actively representing WAREG in meetings, and by defining agendas of conferences and workshops;
- Monitor relevant EU legislation; draft periodical reports and analysis on relevant EU legislation in the water and wastewater sector;
- Drafting articles for WAREG website and support in drafting WAREG’s monthly newsletter;
- Support the Secretariat and the Board in all research activities related to the preparation of reports and technical notes on identified topics of interest;
- Manage ongoing European projects and seek other relevant European projects and provide support in their management, including capacity-building for non-EU WAREG Members;
- Provide support to the implementation of the deliverables included in the WAREG’s annual Work Program, including preparation of agendas and meetings of General Assembly, Board and working groups, as well as international workshops, training and other events;
- Drafting power point presentations and speeches.
3. Qualifications required
The selected candidate coordinate with other resources of the Secretariat. The candidate shall demonstrate a pro-active attitude in planning Secretariat’s work, with good time management and self-organizational skills and an outstanding ability of working in team and in international environments. A solid knowledge of economic regulation, paired with good knowledge of EU decision-making processes and with some experience of institutional relations with EU institutions and international institutions is required.
Key qualifications required are:
- Civil servant from a WAREG Member, at least 5 years in a water regulator
- Master’s degree in economics, engineering, law and/or political sciences
- Proven knowledge of the EU acquis on water.
- Ability to manage European projects would be considered an advantageExcellent interpersonal skills, preferably acquired through professional experience in international and institutional environments.
- Outstanding written and verbal skills in English. Demonstrated ability to draft analytical reports.
- Ability to work under time constraint and to solve problems in a positive and proactive manner, as part of an international Secretariat
- Ability to draft ppt presentations, reports and speeches, and to prepare excel sheets and graphs
- Self-organised, autonomous and able to prioritize and plan work activities efficiently.
4. Working conditions
The “seconding Authority” will remain responsible for the selected person, without any liability for WAREG in pursuing any work-related activity. Salary, insurance, sanitary and pension schemes are covered by the “seconding Authority”. WAREG will pay a compensation fee up to Euros 3000/months, to cover living expenditures. This is a full-time position, based in Brussels, at WAREG’s Institutional Office. Travelling for any meetings will be covered by WAREG. Smart working up is allowed, to be defined. An agreement will be defined between WAREG and the “sending” Authority, to clarify duties and liabilities.
